Allattemptsatearlierperiodsarewithdisjointedefforts;becausemanywhodonotexpecttobeinfavorofthebillultimately,arewillingtoletitgoontoitsperfectstate,totaketimetoexamineitthemselves,andtohearwhatcanbesaidforit;knowingthat,afterall,theywillhavesufficientopportunitiesofgivingittheirveto。Itstwolaststagesthereforearereservedforthis,thatistosay,onthequestionwhetheritshallbereadathirdtime?Andlastly,whetheritshallpass?Thefirstoftheseisusuallythemostinterestingcontest;becausethenthewholesubjectisnewandengaging,andthemindsofthemembershavingnotyetbeendeclaredbyanytryingvote,theissueisthemoredoubtful。Inthisstage,therefore,isthemaintrialofstrengthbetweenitsfriendsandopponents:anditbehoveseveryonetomakeuphisminddecisivelyforthisquestion,orhelosesthemainbattle;andaccidentandmanagementmay,andoftendo,preventasuccessfulrallyingonthenextandlastquestionwhetheritshallpass?
