Itwasamidsummer’sdayinWashington。Evenatearlymorning,whilethesunwasyetlevelwiththefacesofpedestriansinitsbroad,shadelessavenues,itwasinsufferablyhot。Latertheavenuesthemselvesshonelikethedivergingraysofanothersun,——

theCapitol,——athingtobefearedbythenakedeye。Lateryetitgrewhotter,andthenamistarosefromthePotomac,andblottedouttheblazingarchabove,andpresentlypiledupalongthehorizondelusivethunderclouds,thatspenttheirstrengthandsubstanceelsewhere,andleftithotterthanbefore。Towardseveningthesuncameoutinvigorated,havingclearedtheheavenlybrowofperspiration,butleavingitsfeverunabated。

Thecitywasdeserted。Thefewwhoremainedapparentlyburiedthemselvesfromthegarishlightofdayinsomedim,cloisteredrecessofshop,hotel,orrestaurant;andtheperspiringstranger,dazedbytheouterglare,whobrokeinupontheirquiet,sequesteredrepose,confrontedcollarlessandcoatlessspectersofthepast,withfansintheirhands,who,afterdreamilygoingthroughsomeperfunctorybusiness,immediatelyretiredtosleepafterthestrangerhadgone。CongressmenandSenatorshadlongsincereturnedtotheirseveralconstituencieswiththevariousinformationthatthecountrywasgoingtoruin,orthattheoutlookneverwasmorehopefulandcheering,asthetastesoftheirconstituencyindicated。AfewCabinetofficersstilllingered,havingbythistimebecomeconvincedthattheycoulddonothingtheirownway,orindeedinanywaybuttheoldway,andgettinggloomilyresignedtotheirsituation。Abodyoflearned,cultivatedmen,representingthehighestlegaltribunalintheland,stilllingeredinavagueideaofearningthescantsalarybestoweduponthembytheeconomicalfoundersoftheGovernment,andlistenedpatientlytotheargumentsofcounsel,whosefeesforadvocacyofclaimsbeforethemwouldhavepaidthelifeincomeofhalfthebench。TherewasMr。Attorney-GeneralandhisassistantsstillprotectingtheGovernment’smillionsfromrapacioushands,anddrawingtheyearlypublicpittancethattheirwealthierprivateantagonistswouldhavescarcegivenasaretainertotheirjuniorcounsel。Thelittlestandingarmyofdepartmentalemployes,——

thehelplessvictimsofthemostsenselessandidioticformofdisciplinetheworldhasknown,——adisciplinesomadeupofcaprice,expediency,cowardice,andtyrannythatitsreformmeantrevolution,nottobetoleratedbylegislatorsandlawgivers,oradespotisminwhichhalfadozenaccidentally-chosenmeninterpretedtheirprejudicesorpreferencesasbeingthatReform。AdministrationafteradministrationandPartyafterPartyhadpersistedintheirdesperateattemptstofittheyouthfulcolonialgarments,madebyourFathersafteraby-gonefashion,overtheexpandedlimitsandgenerousoutlineofamaturednation。Therewerepatcheshereandthere;thereweregrievousrentsandholeshereandthere;therewereludicrousandpainfulexposuresofgrowinglimbseverywhere;

andthePartyinPowerandthePartyoutofPowercoulddonothingbutmendandpatch,andrevampandcleanseandscour,andoccasionally,inthewildnessofdespair,suggesteventhecuttingofftherebelliouslimbsthatpersistedingrowingbeyondtheswaddlingclothesofitsinfancy。

ItwasacapitalofContradictionsandInconsistencies。AtoneendoftheAvenuesattheresponsibleHighKeeperofthemilitaryhonor,valor,andwar-likeprestigeofagreatnation,withoutthepowertopayhisowntroopstheirlegalduesuntilsomeselfishquarrelbetweenPartyandPartywassettled。HardbysatanotherSecretary,whoseestablishedfunctionsseemedtobethemisrepresentationofthenationabroadbytheleastcharacteristicofitsclasses,thepoliticians,——andonlythenwhentheyhadbeendefeatedaspoliticians,andwhentheirconstituentshaddeclaredthemnolongerworthytobeevenTHEIRrepresentatives。ThisNationalAbsurditywasonlyequaledbyanother,whereinanex-

Politicianwasforfouryearsexpectedtoupholdthehonorofaflagofagreatnationoveranoceanhehadnevertempted,withadisciplinetherudimentsofwhichhecouldscarcelyacquirebeforehewasremoved,orhistermofofficeexpired,receivinghisordersfromasuperiorofficerasignorantofhisspecialdutiesashimself,andsubjectedtotherevisionofaCongresscognizantofhimonlyasapolitician。AtthefartherendoftheAvenuewasanotherdepartmentsovastinitsextentandsovariedinitsfunctionsthatfewofthereallygreatpracticalworkersofthelandwouldhaveaccepteditsresponsibilityfortentimesitssalary,butwhichthemostperfectconstitutionintheworldhandedovertomenwhowereobligedtomakeitasteppingstonetofuturepreferment。Therewasanotherdepartment,moresuggestiveofitsfinancialfunctionsfromtheoccasionalextravagancesoreconomiesexhibitedinitspayrolls,——successiveCongresseshavingtakenothermattersoutofitshands,——presidedoverbyanofficialwhoborethetitleandresponsibilityoftheCustodianandDisburseroftheNation’sPurse,andreceivedasalarythatabank-Presidentwouldhavesniffedat。ForitwaspartofthisConstitutionalInconsistencyandAdministrativeAbsurditythatinthematterofhonor,justice,fidelitytotrust,andevenbusinessintegrity,theofficialwasalwaysexpectedtobethesuperioroftheGovernmentherepresented。YetthecrowningInconsistencywasthat,fromtimetotime,itwassubmittedtothesovereignpeopletodeclareifthesevariousInconsistencieswerenotreallytheperfectexpressionofthemostperfectGovernmenttheworldhadknown。AnditistoberecordedthattheunanimousvoicesofRepresentative,Orator,andUnfetteredPoetrywerethatitwas!

EventhepublicpresslentitselftotheGreatInconsistency。ItwasasclearascrystaltothejournalononesideoftheAvenuethatthecountrywasgoingtothedogsunlesstheSPIRIToftheFathersoncemorereanimatedthepublic;itwasequallycleartothejournalontheothersideoftheAvenuethatonlyarigidadherencetotheLETTERoftheFatherswouldsavethenationfromdecline。Itwasobvioustothefirst-namedjournalthatthe\"letter\"meantGovernmentpatronagetotheotherjournal;itwaspatenttothatjournalthatthe\"shekels\"ofSenatorXreallyanimatedthespiritoftheFathers。Yetallagreeditwasagreatandgoodandperfectgovernment,——subjectonlytothepredatoryincursionsofaHydra-headedmonsterknownasa\"Ring。\"TheRing’soriginwaswrappedinsecrecy,itsfecunditywasalarming;butalthoughitsrapacitywaspreternatural,itsdigestionwasperfectandeasy。Itcircumvolvedallaffairsinanatmosphereofmystery;

itcloudedallthingswiththedustandashesofdistrust。Alldisappointmentofplace,ofavarice,ofincompetencyorambition,wasclearlyattributabletoit。Itevenpermeatedprivateandsociallife;therewereRingsinourkitchenandhouseholdservice;

inourpublicschools,thatkepttheactiveintelligencesofourchildrenpassive;therewereRingsofengaging,handsome,dissoluteyoungfellows,whokeptusmoralbutunengagingseniorsfromthefavorsofthefair;thereweresubtle,conspiringRingsamongourcreditors,whichsentusintobankruptcyandrestrictedourcredit。

Infactitwouldnotbehazardoustosaythatallthatwascalamitousinpublicandprivateexperiencewasclearlytraceabletothatcombinationofpowerinaminorityoverweaknessinamajority——knownasaRing。

Haplytherewasabodyofdemigods,asyetuninvoked,whoshouldspeedilysettleallthat。WhenSmithofMinnesota,RobinsonofVermont,andJonesofGeorgiareturnedtoCongressfromtheseruralseclusionssopotentwithinformationandsofreedfromlocalprejudices,itwasunderstood,vaguely,thatgreatthingswouldbedone。Thiswasalwaysunderstood。ThereneverwasatimeinthehistoryofAmericanpoliticswhen,tousetheexpressionofthejournalsbeforealludedto,\"thepresentsessionofCongress\"didnot\"bidfairtobethemostmomentousinourhistory,\"anddidnot,asfarasthefactsgo,leaveavastamountofunfinishedimportantbusinesslyinghopelesslyuponitsdesks,having\"bolted\"

Inthiscapital,onthislanguidmidsummerday,inanupperroomofoneofitssecond-ratehotels,theHonorablePrattC。Gashwilersatathiswriting-table。Therearecertainlarge,fleshymenwithwhomtheomissionofevenanecktieorcollarhasalltheeffectofanindecentexposure。TheHon。Mr。Gashwiler,inhistrousersandshirt,wasasighttobeavoidedbythemodesteye。Thereweresuchpalpablesuggestionsofvastextentsofunctuousfleshintheslightglimpseofferedbyhisopenthroatthathisdishabilleshouldhavebeenasprivateashisbusiness。Nevertheless,whentherewasaknockathisdoorheunhesitatinglysaid,\"Comein!\"——
